Recording a California HCD Form 433A converts a manufactured home into real property—and that requires the home to sit on a permitted, engineered permanent foundation. Engineered foundation plans are frequently the piece that makes a 433A possible: you need a building permit for the foundation installation, and the permit needs engineered plans.
