What is a California 433A?
The California HCD Form 433A (Notice of Installation on a Foundation System) is crucial for turning a manufactured home into real property in CA, proving it's permanently attached to the land, allowing it to be taxed like a regular house (not personal property), and enabling easier financing/sale.
What it does
- Converts property: legally connects the manufactured home to the land, making it real property.
- Taxation: moves it from HCD's vehicle license fee to local property tax rolls.
- Financing: essential for mortgages and traditional real estate transactions.
How to get & use it
- Foundation Inspection: start with a foundation inspection to determine what's already there and what, if anything, you need to make it a permanent foundation.
- Building Permit: get a permit from your local city/county for the foundation installation—this usually requires engineered foundation plans, which we prepare.

- Inspect: schedule final inspections with your local agency (HCD or County).
- Complete Form 433A: fill out the form with details like the home's insignia/serial numbers.
